Submit to engines.

Once you are satisfied with your pages, you will want to submit your site to the search engines. You only need to submit your home page and only if your site is not listed in the engines. (The spider will follow your home page around to the other pages of your site through your navigation or links.) If you are already indexed by the engines, there is no reason to submit again. To find out if you are in the engine, simply do a query for your site: www.mysite.com. If there are no results, try different ways to search for your site. If you find no results, then you should submit your site using the engine's add url page.

Submit to directories.

The next step is to submit your site to the directories. Each directory will have their own rules about how you should submit. Generally, you will need a title, a URL and a short 25-30 word description for your site. Here is a list of some directories that may help you gain link popularity:
